The application for registration in the trade register and for authorizing the operation of the branch is submitted to the office of the trade register attached to the tribunal in whose territorial area the applicant establishes its registered office, directly at the counter, by mail, or online through the ONRC online services portal myportal.onrc.ro. The formalities related to registration are available on the ONRC website https://www.onrc.ro/index.php/ro/inmatriculari/persoane-juridice-sucursale .
Registration of the branch in the trade register is carried out on the basis of the reasoned decision of the trade register registrar. The deadline for issuing the registration certificate is 3 working days, calculated from the date of registration of the application or, as the case may be, from the date of completion of the application with the requested documents.
For registration operations in the trade register, no taxes or fees are charged, however, a fee is charged for publication in the Official Gazette of Romania, Part IV, for the publication of the decision/extract of the decision by which the registration and authorization of operation was ordered, which can be paid at the counter (in cash or by bank card), by postal order or payment order. For payment by bank transfer, the accounts can be accessed at https://www.onrc.ro/index.php/ro/conturi-iban
For applications submitted online through the ONRC services portal myportal.onrc.ro. payment of fees can also be made online on the portal myportal.onrc.ro.

According to art. 112 paragraphs (1) and (2) of Law no. 265/2022 regarding the trade register and for the amendment and completion of other normative acts affecting the registration in the trade register, "(1) An appeal against the registrar's decision issued according to art. 108 or, as the case may be, according to art. 110, may be filed by the applicant within 10 calendar days from the communication of the decision, if he has requested communication by the methods provided in art. 111 paragraph (1) letters b) and c). In these cases, the applicant may also file an appeal from the date of publication of the decision in the Bulletin, if this is prior to the communication.
(2) In the case provided by art. 111 paragraph (1) letter a), if the decision is not collected from the counter within the period for the release of the documentation, the applicant may file an appeal within 10 days from the date of publication of the decision in the Bulletin."
The appeal shall be filed, in the case of legal persons, at the trade register office, which will record it in the trade register and communicate it to the court/specialized court within three working days from the date of filing.
*(2) In the case provided by art. 111 paragraph (1) letter a), if the decision is not collected from the counter within the period for the release of the documentation, the applicant may file an appeal within 10 days from the date of publication of the decision in the Bulletin."
