Individuals and legal entities who wish to bring into Romania firearms and ammunition (lethal or non-lethal subject to authorization) intended for civilian use from a European Union member state must obtain prior approval.

Who issues the documents?

  • The Territorial Structures for Firearms, Explosives and Dangerous Substances within the county police inspectorates and the General Directorate of Police of Bucharest Municipality issue prior approval for individuals and legal entities authorized to possess or, as applicable, carry and use firearms and ammunition.
  • The Directorate for Firearms, Explosives and Dangerous Substances (DAESP) within the General Inspectorate of Romanian Police issues prior approval in the case of authorized gunsmiths and intermediaries.

Document validity

  • For individuals and legal entities, the prior approval is valid for the duration of the procurement authorization’s validity, without exceeding this period.
  • For authorized gunsmiths and intermediaries, prior approval is valid for 6 months from the date of issuance.
  • Based on the prior approval, an individual may transport by their own means a maximum of two firearms. Transporting more firearms can only be done through an authorized gunsmith or intermediary.

Required documents

  • application for carrying out the operation;
  • authorization or, as applicable, procurement authorizations;
  • the prior approval form properly completed according to the sections, in two copies (Annex no. 43 of the Methodological Norms for the implementation of Law no. 295/2004 regarding the regime of firearms and ammunition);
  • a document accompanied by an authorized translation into Romanian, showing that the sender is authorized by the competent authorities in the state where they are to carry out the operation in question;
  • the proforma invoice or an equivalent document indicating the intention to procure / alienate;
  • a document showing that the firearms involved in the operation are properly marked and certified by the manufacturer or by an international body that they meet safety conditions for use.

To simplify the process of submitting documents and reduce the time spent at the counter, the application and related documents can be sent electronically, exclusively through the eARM online platform. For submitting the request online, select the “Submit request” button, through which you access the eARM online platform.
