The aid for home heating and the energy supplement are granted to cover all or part of the expenses for heating the home during the respective cold season supporting cooking facilities and providing hot water in the home, ensuring the continuity of power supply to electrical equipment on which people’s lives depend, for health reasons, and the use of communication devices that require energy.

The aid for home heating is granted to vulnerable consumers of centralized thermal energy, electric energy, natural gas, solid and/or petroleum fuels. It is granted only for a single heating system, that being the main one used.

The energy supplement can be requested together with the home heating aid or separately. It is granted cumulatively depending on the energy supply sources used.

Beneficiaries: families and single persons who meet the following conditions:

- actually reside at the address for which they request this aid, are registered in the housing register and are considered in determining the housing maintenance expenses;

- have incomes up to 1386 lei per family member for families, or 2053 lei for single persons;

- do not own goods included in the List of items leading to the exclusion from social aid;

- have the status of aid holders, status found in the following situations:

· owner of the home;

· legal successor of the home owner;

· person who transferred the home based on a sale-purchase contract with maintenance clauses or with habitation rights;

· holder of a rental, loan, or concession contract;

· another adult family member authorized by the home owner or rental contract holder;

· legal representative of a single person who does not have legal capacity (persons placed under interdiction, etc.)

The aid for home heating is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, incomes earned in the month prior to submitting the application by its members, and assets held, including in other administrative-territorial units.

When determining the net monthly income of the family or, as applicable, of the single person, all incomes earned by the members in the month prior to submitting the application are considered, including those from state social security rights, unemployment insurance, indemnities, allowances and permanent aid, regardless of the budget from which they are supported, legal maintenance obligations and other legal claims, except: the family support allowance, the state allowance for children, the complementary personal budget and social benefits for people with disabilities, school scholarships, educational incentive, financial supportgranted to students in the framework of the National Social Protection Program "Money for High School", incomes obtained from occasional activities performed by day laborers, occasional sums granted from the state budget or local budgets as compensation or financial support for exceptional situations.

Submission of application-declarations is done only once at the beginning of the season. A holder is only legally entitled to one heating aid, depending on the type of home heating (thermal energy, natural gas, electric energy, solid or petroleum fuels).

If families and single persons meet the conditions for granting the home heating aid during the cold season, the right is determined starting from the month the application is submitted, if it is submitted by the 20th of the month.

Single persons and families who own goods included in the list that lead to exclusion from granting the home heating aid, provided in Annex no.4 to HG 559/2017, DO NOT benefit from home heating aid and energy supplement.
