For the issuance of a certificate attesting that the applicant is a beneficiary/is not a beneficiary of a scholarship abroad offered by the Ministry of Education and Research, the petitioner must submit the following documents to the Ministry of Education and Research:
a) application accompanied by consent regarding the processing of personal data (predefined form); the document is to be completed and signed by the petitioner (the signature can be handwritten, electronic, or digital) – Word or PDF format documents are accepted;
ATTENTION: unsigned documents will be rejected!
b) legible copy of a valid identity document: identity card or the page with personal details from the passport (scanned document) – PDF or JPEG format documents are accepted,
*For requests sent via ROePAS, you do not need to submit a copy of the identity card if the data is available in the IT system.
c) legible copy of the birth certificate and marriage certificate, if applicable.
Incomplete or non-compliant requests may be completed within 20 working days.
Requests can be submitted:
– online, via the Single Access Point for public services ROePAS – from accounts accessed through ROeID or eIDAS;
– online, via the Single Electronic Contact Point (PCUe) – from accounts accessed through ROeID, eIDAS or ghiseul.ro (This will be replaced by ROePAS);
– physically, by post, courier or direct submission to the Registry of the Ministry of Education and Research at 12 Spiru Haret Street, sector 1, Bucharest.
The final document is a certificate issued by the Ministry of Education and Research, exclusively in electronic format, within a maximum of 30 days from receipt of the complete request. The certificate is valid for the academic year in which it was issued (01 September of the current year – 31 August of the following year).
The certificate is sent:
- for requests submitted online, via the Single Access Point for public services ROePAS or via the Single Electronic Contact Point (PCUe);
- for requests submitted physically, to the petitioner’s email address specified in the application.

In the event of a dispute between the applicant and the competent authority, the legal provisions in force shall apply.
