Online issuance of certificates/recommendations for the recognition of Romanian qualification titles for general nurse, midwife, and medical assistant required in the other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualifications of general nurse, midwife, and nurse, in other EU Member States.

The activities for certifying the Romanian qualifications of general nurse, midwife, and nurse in other EU Member States consist in the preparation and issuance of documents, hereinafter called certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented.Depending on the case, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the above-mentioned Romanian qualifications, accompanied by the corresponding documents, are submitted through PCUe to the county branch/of the Municipality of Bucharest of OAMGMAMR, to which the applicant is a member. If the applicant has NOT obtained the membership of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch on whose territorial area the applicant resides.

In the event that the applicant does not attach all the requested documents or if it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from the notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drafted at the level of the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Government Emergency Ordinance No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified “according to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by the additional documents - copies certified “according to the original” by the employer. If the applicant cannot provide proof of professional experience, a scanned statement on their own responsibility must be attached, mentioning this. The statement will include the name, identification data, domicile, profession, and the mention “I declare on my own responsibility that I have not practiced the profession and I do not possess proofs of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned statement will be attached, in which the name, identification data, domicile, profession, and the mention “I, …, declare that I graduated from … school/faculty in the year …” will be stated.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Certificate of seniority (attached template) or an extract from REVISAL signed, registered, and stamped by the issuing institution. The REVISAL extract must include the position, employment norm, start and end date of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration must be attached, stating the name and surname, identification data, domicile, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ...".*
