PROCEDURE DESCRIPTION FOR PCUe

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities for certifying Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the countries belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Where applicable, the certification documents are certificates or recommendations.

Online requests for the issuance of the documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county/Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT acquired the status of a member of OAMGMAMR, the request is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to supplement the file with all the requested documents. If the applicant does not meet the deadline, upon its expiration, the file will be automatically closed by the PCUe system.

Recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days of registering the complete electronic file, will be sent online to applicants through PCUe by the county branch of OAMGMAMR at which they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania under GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, midwife, and medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives and Medical Assistants of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment record book - copy certified "true to the original" by the employer. In the case of employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified "true to the original" by the employer will be uploaded electronically. If the applicant cannot provide proof of professional experience, a scanned statutory declaration stating this must be attached. The declaration must contain the name and surname, identification data, domicile, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and do not possess any evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration must be attached, stating the name and surname, identification data, domicile, profession, and the statement "I, the undersigned..., declare that I graduated from the school/faculty ... in the year…".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - The seniority certificate (attached model) or an excerpt from REVISAL signed, registered, and stamped by the issuing unit. The excerpt from REVISAL must include the position, employment standard, start and end date of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration will be attached, in which the name and surname, identification data, domicile, profession, and the mention "I declare that I graduated from the school/faculty ... in the year ..." will be stated.*
