Online issuance of certificates/recommendations for the recognition of Romanian qualification titles for general nurse, midwife, and nurse required in the other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States.

The activities of certification of the Romanian qualification titles of general nurse, midwife and nurse, in the other EU Member States, consist in preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.Where applicable, the certification documents are certificates or recommendations.

The online requests for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county/City of Bucharest branch of OAMGMAMR where the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the request is submitted online through PCUe to the OAMGMAMR branch for the territorial area where he/she resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not respect the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the OAMGMAMR National specialized structure, and within 90 days from the registration of the complete electronic file, will be transmitted online to the applicants through PCUe by the county branch of OAMGMAMR where they have submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and operation of the Order of General Nurses, Midwives and Medical Assistants in Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - The work card - copy certified "according to the original" by the employer. In the case of employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by the additional documents - copies certified "according to the original" by the employer. In case the applicant cannot prove professional experience, they will attach a scanned affidavit stating this. The affidavit will contain the name and surname, identification data, domicile, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and I do not have proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration will be attached, stating the name and surname, identification data, domicile, profession, and the statement "I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...."*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Seniority certificate (attached template) or an extract from REVISAL, signed, registered, and stamped by the issuing unit. The REVISAL extract must contain the position, employment norm, start and end date of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned statement will be attached, mentioning the name and surname, identification data, residence, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ...".*
