In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States.

The activities of attesting Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation, for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Where applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian qualification titles, accompanied by the relevant documents, are sent via PCUe to the county branch/ Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT obtained the status of member of OAMGMAMR, the application shall be submitted online via ROePAS to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or if it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the required documents. If the applicant does not comply with the completion deadline, upon expiry, the file will be automatically closed by the PCUe system.

Recognition documents (certificates/recommendations) will be prepared at the level of the OAMGMAMR National specialized structure, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

Holders who have completed their high school studies abroad must attach, as applicable—the Certificate of Equivalence of the Baccalaureate Diploma or proof of acceptance for post-secondary medical studies in Romania, issued by the Ministry of National Education, as well as proof of recognition of the 12 grades completed abroad, issued by the County School Inspectorates/School Inspectorate of Bucharest Municipality.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 Work record book copy certified "true to the original" by the employer. In the case of employers from the private sector, the EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by additional documents - copies certified as true to the original by the employer. If the applicant cannot provide proof of professional experience, a scanned sworn statement must be attached, in which this is mentioned. The statement will include the name and surname, identification data, address, profession, and the mention "I hereby declare on my own responsibility that I have not practiced the profession and do not have proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 A scanned statement must be attached, mentioning the name and surname, identification data, address, profession, and the mention "I, the undersigned... declare that I graduated from the school/faculty... in the year...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 Seniority certificate (attached model) or an extract from REVISAL, signed, registered, and stamped by the issuing unit. The REVISAL extract must include the position, employment type, start date, and end date of the work period. FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 A scanned declaration must be attached, in which the name and surname, identification data, address, occupation, and the statement "I declare that I graduated from the school/faculty ... in the year ...." will be mentioned.*
