Online issuance of certificates/recommendations for the recognition of Romanian qualification titles as general nurse, midwife, and medical assistant required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses in Romania, as the competent authority, prepares and issues documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States.

The activities of attesting Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States, consist of preparing and issuing documents, hereinafter called attestation documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and additions.Where appropriate, the attestation documents are certificates or recommendations.

Online requests for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county/Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT obtained the status of OAMGMAMR member, the request is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from the notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialty structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by Emergency Ordinance No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives and Medical Assistants in Romania.*

Holders who have completed their high school studies abroad are required to attach, as appropriate: *The certificate of equivalence of the Baccalaureate Diploma or the proof of acceptance for post-secondary health studies in Romania, issued by the Ministry of National Education, or the proof of recognition of the 12 grades completed abroad, issued by the County School Inspectorates / School Inspectorate of the Municipality of Bucharest.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Seniority certificate (attached model) or extract from REVISAL signed, registered, and stamped by the issuing unit. The REVISAL extract must include the position, employment norm, starting and ending dates of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned statement must be attached, mentioning the name and surname, identification data, domicile, profession, and the statement: "I declare that I graduated from the school/faculty ... in the year ...".*

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE 2007 - The work book - copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT together with the additional documents - copies certified "according to the original" by the employer will be uploaded electronically. If the applicant cannot provide proof of professional experience, a scanned self-declaration in which this is mentioned shall be attached. The declaration will include the name and surname, identification data, residence, profession, and the mention "I declare on my own responsibility that I have not exercised the profession in Romania and do not possess evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES BEGINNING WITH 2007 - a scanned declaration will be attached, in which the name and surname, identification data, residence, profession, and the mention "I, the undersigned..., declare that I graduated the studies of the school/ faculty ... in the year ..." will be mentioned.*
