In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates etc.) necessary for the professional recognition of the Romanian qualification titles of general nurse, midwife, and medical assistant in the other EU Member States.

The activities of attesting the Romanian qualification titles of general nurse, midwife, and medical assistant in the other EU Member States consist of preparing and issuing documents, hereinafter called attestation documents, used by the authorities of the other EU Member States, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented.Where applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, with which the applicant is a member. If the applicant has NOT acquired the status of OAMGMAMR member, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure level of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by OUG No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses in Romania.*

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE 2007 - Employment record book - copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by all addenda - copies certified "according to the original" by the employer, will be uploaded electronically. If the applicant cannot prove their professional experience, they will attach a scanned affidavit stating this. The affidavit will include the name and surname, identification data, domicile, profession, and the statement "I declare on my own responsibility that I have not practiced the profession in Romania and I do not have proof of professional experience."
