Registration or, as the case may be, entry in the National Register of Phonograms is mandatory for authorized individuals or legal entities who carry out activities of producing, importing, or distributing phonograms on the territory of Romania, according to art. 4 of O.G. 25/2006. In accordance with the provisions of OUG 43/2010, art. III, point 2, regarding art. 6 paragraph (1) of OG no. 25/2006, entry in the National Register of Phonograms for authorized individuals and legal entities who carry out on the territory of Romania the activity of marketing phonograms is optional.

The documents for registration must contain the following:

Standard applications: Forms 1, 2

Copies of:

- certificate of registration at the Trade Registry Office;

- fiscal registration certificate only for non-profit legal entities;

- copy of the invoice/payment order regarding the payment made for the registration operation in the register.

The fees for registration operations are provided by H.G.1086/2008, as follows:

- registration for distribution activity 50 lei;

- registration of working point 20 lei, - registration of storage space 20 lei;

,- application for completion for completing missing documents, following the rejection of the initial registration application -10 lei.

Payment is made at the ORDA cashier's office at Calea Victoriei no. 118, 5th floor, sector 1, Bucharest, or into account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, VAT no. 4266995.
