Procedure regarding the recognition of professional qualification for the practice of the profession of veterinarian on the territory of Romania for veterinarians holding an official qualification title that was obtained on the territory of a third country*

This procedure sets out the method for recognizing professional qualifications for the purpose of practicing the veterinary doctor profession on the territory of Romania, in order to ensure a regulated framework for the verification and evaluation of documents submitted by foreign citizen veterinary doctors, for issuing decisions recognizing professional qualifications, for record-keeping and monitoring of issued documents. The provisions of this procedure apply to veterinary doctors who are citizens of third countries or member states and who wish to practice the veterinary doctor profession on the territory of Romania and who hold an official qualification title obtained in a third country.
If the applicant, holder of an official qualification title obtained in a third country, has obtained professional recognition in a member state, they will submit an application for a recognition decision, to which will be attached: a) the professional recognition document b) a (ECL) language competence certificate for the Romanian language
The term "member states" refers to the member states of the European Union, another state belonging to the European Economic Area or the Swiss Confederation, as defined in Decision no. 79/2008 for amending and supplementing Government Decision no. 860/2004 regarding the recognition of the qualification of veterinary doctor and the regulation of some aspects regarding the practice of the veterinary doctor profession.
The term “third countries” means countries other than the member states and those territories of the member states of the European Union to which Directive 2005/36/EC on the recognition of professional qualifications does not apply.
The College of Veterinary Doctors, as the competent authority for the veterinary doctor profession, recognizes official qualification titles by issuing the Decision of recognition of professional qualification.
The recognition of official qualification titles allows access in Romania upon registration with one of the branches of the College of Veterinary Doctors and obtaining the free practice certificate for the same profession for which the applicant is qualified in the country of origin, as well as the exercise of professional activities on the territory of Romania under the legal conditions provided for Romanian citizens holding official qualification titles in the veterinary doctor profession issued by the competent Romanian authorities.
Veterinary doctors who are to practice the profession for an indefinite period on the territory of Romania have the same rights and obligations regarding its exercise as veterinary doctors who are members of the College of Veterinary Doctors and must know the Romanian language, know and comply with the applicable legislation on the organization and practice of the veterinary doctor profession, the administrative regulations in the sanitary-veterinary field, the Statute of the veterinary doctor, the Code of veterinary medical ethics, as well as the regulations of the College of Veterinary Doctors.
After obtaining the Decision of recognition of professional qualification, in order to practice the veterinary doctor profession on the territory of Romania, veterinary doctors are required to register with the College of Veterinary Doctors and obtain the free practice certificate, complying with legal provisions.
For the recognition of the professional qualification, the applicant must obligatorily prove that they have knowledge of the Romanian language and that they hold the status of long-term resident granted by one of the member states. The applicant will take an aptitude test and must prove professional experience/internship of at least 3 years, either in a member state or a third country.
The aptitude test, which consists of a theoretical multiple choice exam and a practical one, is taken before a committee appointed by decision of the Executive Bureau of the National Council, after the eligibility of the required documents and proof of knowledge of the Romanian language has been established.

If the applicant is dissatisfied with the result of the verification, they may appeal this within 30 days from receiving the communication. To solve the appeals, the Executive Bureau of the National Council of the College of Veterinarians will appoint a commission made up of three members who will analyze the matters mentioned in the appeal and will communicate a response to the applicant within a maximum of 15 days from registration. If the applicant is also dissatisfied with the response to the appeal, they may address the competent court of law. Additionally, the applicant has the possibility to approach the centers “SOLVIT - the network for solving problems arising in the internal market”.
