The procedure regarding the automatic recognition of the quality of PhD supervisor obtained previously in accredited higher education institutions abroad implements the provisions of MENCȘ Order No. 5921/2016.
Through this procedure, the quality of PhD supervisor obtained at an accredited higher education institution abroad is automatically recognized at UMFCV.
The procedure applies to Romanian citizens and citizens of EU Member States, EEA, and the Swiss Confederation, who have obtained the status of PhD supervisor in accredited higher education institutions in EU Member States, EEA, and the Swiss Confederation, and in prestigious universities from other states included in the List of prestigious universities from other states (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and updated periodically.
General provisions:
1. The status of PhD supervisor or habilitation obtained in accredited higher education institutions in Member States of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the List of prestigious universities from other states (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and updated periodically, is automatically recognized by higher education institutions, namely institutions organizing doctoral studies in Romania.
2. The status of PhD supervisor or habilitation obtained at other accredited higher education institutions abroad than those mentioned in point 1 is recognized only on the basis of an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
3. The provisions of this methodology apply to Romanian citizens, citizens of Member States of the European Union, European Economic Area, the Swiss Confederation, and citizens from third countries
4. Exercising the rights conferred by the status of PhD supervisor and occupying a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
5. I.O.S.U.D. U.M.F. from Craiova may consult, if necessary, the National Center for Recognition and Equivalence of Diplomas and the National Council for Certification of University Titles, Diplomas, and Certificates.
6. The recognition of the status of PhD supervisor or habilitation by the University of Medicine and Pharmacy of Craiova is valid and produces legal effects only at the institutional level.
Required documents:
For the recognition of the quality of PhD supervisor or habilitation, the applicant submits the recognition file to the secretariat of I.O.S.U.D. U.M.F.Craiova.
The file includes the following documents:
a) application for recognition
b) identity document – notarized copy – and proof of name change – copy and notarized translation (if applicable); *
c) PhD diploma, if the diploma is obtained in Romania or at one of the accredited higher education institutions mentioned in point 1, or the recognition certificate issued by CNRED, if the diploma is obtained at other accredited higher education institutions abroad; *
d) diploma/certificate certifying the quality of PhD supervisor or habilitation, issued by the institutions provided in point 1 with proof of residence;*
e) document certifying the field in which the doctoral degree is awarded;*
f) evaluation fee receipt in the amount established by the university management*

File resolution deadline:
The deadline for resolving the recognition file is a maximum of 60 days from the date of file submission.
Appeals deadline:
Appeals are to be submitted within 15 days from the communication of the decision of recognition/non-recognition and are resolved at I.O.S.U.D. U.M.F.C.V. level.

The profession of doctoral supervisor is found at position A.8 in Annex 2 of Law no. 200/2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments and completions.*
