Any operation regarding intra-community trade and the import/export of reagents and diagnostic kits for veterinary use must be notified in writing to the Institute for the Control of Biological Products and Veterinary Medicinal Products. The notification in the case of the import/export and intra-community trade of reagents and diagnostic kits for veterinary use is made by the importer, exporter and, respectively, by the economic operator within 24 hours from the reception of the products in a veterinary pharmaceutical warehouse authorized for the activity of distribution of veterinary medicinal products, reagents, and diagnostic kits for veterinary use. The Institute for the Control of Biological Products and Veterinary Medicinal Products has the obligation to register in the NOTIFICATIONS REGISTER of import/intra-community trade operations with reagents and diagnostic kits for veterinary use all notified import/export and intra-community trade operations with reagents and diagnostic kits for veterinary use.

In case of litigation, between the competent authorities and the beneficiary who considers himself/herself harmed in a right or in a legitimate interest by ICBMV through an administrative act or by the failure to resolve a request within the legal term, he/she may address the competent administrative litigation court under the conditions established by the Law on administrative litigation no. 554/2004.
