This procedure regulates the automatic recognition at the “Ion Ionescu de la Brad” University of Agricultural Sciences and Veterinary Medicine of Iaşi of the status of PhD supervisor or habilitation obtained in accredited higher education institutions from abroad, in accordance with the National Education Law no. 1/2011, with subsequent amendments and completions; the Code of Doctoral University Studies, approved by Government Decision no. 681/2011, with subsequent amendments and completions; MENCS Order no. 5921/2016 for the approval of the Methodology regarding the automatic recognition, by higher education institutions, namely the institutions organizing doctoral studies in Romania, of the status of PhD supervisor obtained in accredited higher education institutions from abroad; the Charter of the “Ion Ionescu de la Brad” University of Agricultural Sciences and Veterinary Medicine of Iaşi; the institutional regulation for the organization and conduct of doctoral university study programs at IOSUD - “Ion Ionescu de la Brad” University of Agricultural Sciences and Veterinary Medicine of Iaşi. It applies to citizens from a member state of the European Union, the European Economic Area, and the Swiss Confederation. Only in the case of temporary practice, the provisions of Law no. 200 of 2004 and art. 296 of Law no. 1 of 2011 apply. The exercise of the rights conferred by the status of PhD supervisor or habilitation is carried out according to the legal norms in force.

The decision to recognize or not to recognize the status of doctoral supervisor or habilitation can be challenged within 3 days from the communication, through a justified request submitted to the University Registry. Appeals are resolved within 5 days by the Appeals Resolution Committee, composed of 5 members appointed by the Rector's decision. The response to the appeal is communicated directly to the applicant. The final decision can subsequently be challenged in court.
