This methodology establishes the way in which the recognition, within Hyperion University of Bucharest, of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad is carried out, in accordance with OM 5923/06.12.2016.

Recognition is valid only within Hyperion University and allows registration for a competition to occupy a teaching or research position within UHB.

Categories of persons to whom this procedure applies:

  • Romanian citizens;
  • Citizens of the member states of the European Union;
  • Citizens of the member states of the European Economic Area;
  • Citizens of the Swiss Confederation;
  • Citizens of third states of the EU.

Categories in which the higher education institutions where the teaching titles were obtained fall:

  1. Accredited higher education or research-development institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
  2. Accredited higher education or research-development institutions included in the "List of prestigious universities from other states", a list approved by OEMCTS no. 5825/2016 and periodically updated (see https://www.edu.ro/sites/default/files/fisiere%20articole/ORDIN_5825_2016.pdf)
  3. Accredited higher education or research-development institutions, other than those mentioned in points 1 and 2, for which there are international conventions of mutual recognition concluded at intergovernmental or interuniversity level.

Categories of authentication for study documents subject to recognition: (this information can be found in Annex 1 to OMECTS 5923/2016, Art. 3 (3))

  • authenticated with the Hague Apostille for states that are party to the Hague Apostille Convention;
  • superlegalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin;
  • exempted from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or on a reciprocity basis.

The doctorate title can be found in Annex 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with subsequent amendments.*

Appeal routes

The decision of recognition or non-recognition can be contested within 5 (five) calendar days from the communication, through a motivated request that can be sent to the email address: rectorat@hyperion.ro, or submitted to the UHB Rectorate Secretariat. Appeals are resolved within 15 (fifteen) calendar days from registration by the Commission for the resolution of appeals appointed by the decision of the UHB Rector. Subsequently, the final decision of the university can be challenged in court.
