Details

LIMITS: The recognition by ULBS of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, has legal effects only within ULBS and is carried out for the purpose of:
- participating in a competition for occupying a vacant teaching position within ULBS
- participating in the competition committees for occupying teaching and research positions within ULBS
- participating in the thesis evaluation committees for doctoral theses;
- participating as a "visiting professor" in various scientific and/or teaching activities within ULBS
- complying with the provisions of the legislation in force and the decisions of the ULBS Senate.
In the case of doctoral study programs organized jointly by accredited higher education institutions from Romania and abroad, completed with the issuance of the doctoral diploma by each institution, the diploma issued by the foreign institution is not subject to the recognition procedure, the diploma issued by the higher education institution in Romania granting all the rights provided by the law.

Challenging the decision of the ULBS Rector not to issue the recognition certificate must be submitted to the ULBS Registry or on the PCUe platform within 15 working days from the applicant's notification by means of a substantiated request (attached model). The challenges are analyzed and resolved by a commission for resolving challenges appointed by the Rector's decision, which will reevaluate the file and propose a solution within 5 working days from registration.

The ULBS refusal to issue the recognition decision can be contested under the conditions of Law no. 554/2004 on administrative litigation.
