Through this methodology, the doctorate diploma and the title of doctor obtained in an accredited foreign higher education institution are automatically recognized within the Technical University of Cluj-Napoca.
The methodology applies to Romanian citizens and citizens from EU member states, the European Economic Area, and the Swiss Confederation, who have obtained the doctorate diploma and the title of doctor in higher education institutions accredited by EU member states, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the "list of prestigious universities from other states" approved by OMENCS no. 5825/2016 and periodically updated, for the purpose of settling in Romania. The procedure implements OMENCS no. 5923/2016 for the approval of the Methodology regarding the recognition of the doctorate diploma and the title of doctor in sciences or in a professional field, obtained abroad.
The exercise of the rights conferred by the doctorate diploma and the title of doctor is carried out according to the legal norms in force.

Fees
The fee for taking compensatory measures for the recognition of undergraduate, master's, or postgraduate study documents issued by accredited foreign higher education institutions is 150 RON.
The registration fee for doctoral admission is 150 RON.
The annual tuition fee for self-funded PhD students enrolled from the academic year 2012/2013 is 1000 EUR.
The annual tuition fee for self-funded PhD students employed by UTCN and/or in the national education system/in national research institutions is 500 EUR.
The fee for defending the doctoral thesis for self-funded PhD students is 1000 EUR.
The annual fee for exceeding the funding period (PhD students admitted with budgeted places who have not accumulated 180 credits during the training period) - for PhD students admitted after 2011, is 200 EUR.
The public thesis defense fee outside the funding period (for budgeted PhD students) is 800 EUR for PhD students employed at UTCN and employees in other universities or in the national education system/national research institutions, and 1000 EUR for other types of PhD students.

The appeal is submitted to the university. Subsequently, the university's final decision can be challenged in court.
Appeals regarding the non-recognition of the doctoral diploma and the title of doctor in sciences, by IOSUD - Technical University of Cluj-Napoca, shall be submitted within 15 calendar days from receiving the decision. The committee for analyzing the appeals will be proposed by the CSUD director and will consist of 3 specialists from the applicant's field.
The response to the submitted appeal regarding the non-recognition of the doctoral diploma and the title of doctor in sciences, by IOSUD - Technical University of Cluj-Napoca, will be communicated within 5 working days by the IOSUD-UTCN management.
If, during the recognition process, IOSUD-UTCN deems it necessary to consult the bodies of the relevant ministry, the deadlines provided in this methodology will be correspondingly extended.
The certificate of recognition of the diploma and the title of doctor is issued to the holder, to a person authorized by notarized power of attorney, or - at the applicant's written request - is sent by postal services.
