The procedure regulates the recognition at Transilvania University of Brașov of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:

​(a) accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

(b) accredited higher education institutions outside the countries specified in item (a), included in the list of prestigious universities from other states, approved/updated by order of the relevant minister;

(c) accredited higher education institutions that are the subject of an international mutual recognition convention, concluded at intergovernmental level;

(d) accredited higher education institutions from states other than those specified in items (a)-(c); in such a case, recognition of the diploma/title of doctor is conditional on meeting the quality standards imposed on a doctoral thesis at national level (including regarding the content of the doctoral thesis).

For the recognition of the diploma and title of doctor in sciences or in a professional field, UNITBV collaborates with the National Center for Recognition and Equivalence of Diplomas (CNRED) and the National Commission for Attestation of Titles, Diplomas, and University Certificates (CNATDCU) and annually transmits to CNRED a centralised record of recognition requests and issued decisions. If the intergovernmental international convention (accredited higher education institutions subject to an international mutual recognition convention concluded at intergovernmental level) requires, for recognition, the fulfilment of national procedures for attestation of doctoral titles applicable to Romanian citizens, the files are sent to CNRED to be forwarded to CNATDCU for evaluation. Based on the CNATDCU decision, the university issues the recognition or non-recognition decision, as appropriate.

Doctoral diplomas subject to recognition must be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the documents must be legalised or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or legalisation is permitted under the law for persons who benefit from a form of international protection on the territory of Romania, in accordance with the provisions of an international treaty to which Romania is a party or when the study documents can be verified in online databases of the issuing institutions or authorities from the state of origin. In the situation where there are suspicions regarding the authenticity of the study documents, UNITBV will notify the competent authorities.
