Through this procedure, the quality of PhD supervisor obtained at an accredited higher education institution abroad is automatically recognized within the National University of Arts in Bucharest.

The procedure applies to Romanian citizens from the Member States of the European Union, the European Economic Area, and the Swiss Confederation, who have obtained the quality of PhD supervisor in accredited educational institutions from the Member States of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other countries included in the “List of prestigious universities from other countries,” approved by OMECTS no. 5825/2016 and periodically updated, for the purpose of establishing residence on the territory of Romania.

Only in the case of temporary exercise, the provisions in Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2011 apply directly:
(1) Reserved, vacant, or temporarily vacant teaching positions are filled with priority by the tenured academic staff of the institution or by associated academic staff, paid by the hour, according to this law.
(2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated academic staff, is endorsed by the department council and approved by the administration council.

The exercise of the rights conferred by the quality of PhD supervisor and holding a teaching position in the Romanian higher education system is carried out in accordance with the legal provisions in force.
