This procedure regulates the issuance of the technical opinion of the chief architect for urbanism and territorial planning documentation by the Maramureș County Institution. The structure handling the request is the Document Intake Department.

In order to obtain the technical opinion, the applicant must contact the Maramureș County Council by electronically submitting the following documents:- Application for issuance of the technical opinion - form;
- Urbanism certificate;
- Opportunity opinion (if applicable);- proof of ownership of the real estate, land and/or constructions (if applicable);

- Foundation study;
- Opinions/ agreements/ etc.- The information and public consultation report regarding the PUZ proposals must be done before sending the documentation through the technical approval circuit;

- Urbanism or territorial planning documentation;

- Proof of payment of the legal fee (copy). Payment can be made by bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, via the Baia Mare Treasury.
- Other documents that the applicant considers necessary (optional).
Issuance of the opinion is conditional upon sending the original documents by mail to the issuer's headquarters, if they do not have an electronic signature.

The substantiation of proposals within the documentation is based on substantiation studies, which are specialized works through which analyses and proposals for solving the problems of the territory and localities are carried out, by domains, the results of which are intended to support the proposals for regulating the development of administrative-territorial units, formulated in the basic documentation. The substantiation studies must present conclusions based on an analysis of updated data, with a maximum age of 3 years from the date of elaboration. Previous studies, research, and projects can only be used if the information provided by them has not lost its validity.*

1. The approvals and agreements regarding territorial planning and urbanism documentation are issued for the purpose of achieving coherence between territorial development proposals and development policies and sectoral strategies at the national, regional, county, and local levels, as well as with the specific legal provisions. The list of approvals and agreements required for the approval of territorial planning documentation is determined in compliance with the legal provisions in force in the field of territorial planning and urbanism and related fields, in accordance with the specifics of the territory that is the subject of the planning documentation. For P.U.G. type documentation, the list of necessary approvals and agreements for approval is established by consulting the specialized structure at the county level. 2.
