The heating assistance for the home is granted based on an application and a declaration on one's own responsibility regarding the family composition and its income. In order to determine the right, mayors request supporting documents that certify the family composition and the income earned by its members, as well as supporting documents regarding the dwelling or assets owned by them, including in other administrative-territorial units. Heating assistance is granted according to the average net monthly income per family member, or, as the case may be, of the single person, within the limits, percentages, and amounts established by the emergency ordinance. When determining the average net monthly income per family member and, as the case may be, of the single person, all incomes earned by its members in the month prior to the month in which the right is requested are taken into account. In the event that the income earned by the family members or by the single person is annual or periodic, in order to determine the net monthly income, the monthly average of these is calculated in relation to the period for which they were granted. In the application and declaration on one's own responsibility, the applicant for home heating assistance is obliged to mention the assets owned, rented, under concession, on loan, or other form of holding, included in the list of assets that lead to the exclusion from granting heating assistance for the dwelling.
