This procedure is presented by “Babeș - Bolyai” University, headquartered in Cluj-Napoca, 1 Mihail Kogălniceanu Street, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for automatic recognition of the status of doctoral supervisor, teaching positions, doctoral degree, and doctoral title, obtained in accredited foreign university institutions, which was approved by the Senate of “Babeș - Bolyai” University (UBB) through Resolution 1755 of 06.02.2017.
The procedure was amended and approved by the UBB Senate through Resolution no. 9475 of 13.07.2020 (updated text).

It addresses applicants who have obtained the status of doctoral supervisor or habilitation at:
a) accredited institutions of higher education in member states of the European Union or of the European Economic Area or from the Swiss Confederation;
b) prestigious universities included in the List of prestigious universities in other countries, approved by order of the relevant minister, updated periodically;
c) accredited institutions of higher education abroad, which are subject to an international mutual recognition agreement, concluded at intergovernmental or inter-university level.

Any of the notarized copies (but not the notarized translation) may be replaced by a simple copy only if the respective document is presented in original.
Submission of documents through this platform can be done as follows:
- Each pdf file will contain only a single printed document, which will be included in full (all its pages). The pdf file corresponding to the document subject to recognition will be made after a notarized copy, if it is issued in Romanian, English, or French, or, respectively, after a copy and translation into Romanian, notarized by the Romanian authorities, in the case of documents issued in other languages.
- When signing each digital document, a qualified electronic signature can be used (according to Law 455/2001).
The submission of documents implies your consent for the processing of personal data, as in the absence of this consent the University cannot provide the requested service.
The resolution period is 30 calendar days and starts from the moment the applicant has submitted all documents required by the University. This period is extended if the secretariat finds that the submitted file is not complete or the resolution involves correspondence for clarification with the applicant, with the CNRED specialized service or with the institution that issued the document to be recognized. In any of these cases, the applicant for recognition will be notified in writing, using any of the communication methods indicated by the applicant in their recognition request.
The file completion deadline by the applicant with documents required by “Babeș - Bolyai” University after starting this procedure is 15 calendar days from the drafting and transmission of the communication by the University. Failure to comply with the deadline leads to the file being closed. After closure, the applicant has the right to submit a new request, which will be processed according to the procedure in force at the date of registration.
The recognition of the status of doctoral supervisor and/or habilitation is valid and produces legal effects only at the level of “Babeș - Bolyai” University in Cluj-Napoca. This recognition does not automatically entail the exercise of the profession, respectively the doctoral supervision activity. For this, it is necessary to meet the conditions and procedure regarding the recruitment of doctoral supervisors in the doctoral schools of “Babeș - Bolyai” University, in accordance with Regulations of “Babeș - Bolyai” University of Cluj-Napoca regarding the public defense of habilitation theses and the recruitment of doctoral supervisors.

Appeal routes
Ways to challenge the conclusions of the Recognition Committee:
1) The solution proposed by the Recognition Committee can be contested by submitting and registering, within the deadline, the appeal drafted by the applicant at the Registry of "Babeș - Bolyai" University.
The appeal period is 48 hours from the announcement of the solution proposed by the Recognition Committee. The appeals committee appointed by the rector of UBB will provide a response within 30 days from the receipt/registration of the appeal.
2) The response of "Babeș - Bolyai" University to the appeal can be challenged in the competent court, with observance of Administrative Litigation Law 554/2004, as subsequently amended and supplemented.
