Procedure regarding the automatic recognition of the quality of doctoral supervisor and habilitation obtained in accredited higher education institutions abroad by the “Victor Babeş” University of Medicine and Pharmacy in Timişoara*

Details

The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, of the European Economic Area, from the Swiss Confederation, and citizens from third countries, who have obtained the legal right to supervise doctorates in accredited higher education or research-development institutions abroad.

They may obtain the recognition certificate of habilitation, as follows:

a) Specialists who hold the position of doctoral supervisor in one of the member states of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the status of doctoral supervisor in Romania through the recognition and issuance of the habilitation recognition certificate by IOSUD - UMFVBT;

b) Specialists who hold the position of doctoral supervisor in one of the higher education institutions outside the countries mentioned in letter a), which are among the most prestigious higher education institutions in the world, according to the provisions of the order of the Minister of Education regarding the approval of the list of prestigious universities from other states, automatically acquire the status of doctoral supervisor in Romania through the recognition and issuance of the habilitation recognition certificate by IOSUD - UMFVBT;

c) Specialists who are doctoral supervisors in foreign institutions other than those provided in letter a) or b), acquire the status of doctoral supervisor in Romania through the recognition and issuance of the habilitation recognition certificate by IOSUD – UMFVBT, based on an international mutual recognition agreement. The exercise of the rights conferred by the status of doctoral supervisor in the Romanian higher education system is carried out according to the legal norms in force.

The form for fulfilling the minimal necessary and mandatory standards for obtaining the habilitation certificate - annex 3a for the field of Medicine, Pharmacy or annex 3b for the field of Dental Medicine (printed double-sided and signed + electronic format in Word and PDF). The declared publications from annex 2a/annex 2b will be attached only in electronic PDF format (each separately, in the order completed in the tables).*

The portfolio of scientific works considered relevant by the candidate, elaborated in the targeted doctoral field, published after obtaining the title of Doctor in Science; relevant scientific works, minimum 5 and maximum 10, in extenso, accompanied by link. The portfolio will be attached with a table of contents (word format). The scientific works in the portfolio will be submitted in electronic PDF format, each paper separately, numbered in order, according to the table of contents (Annex 4). The table of contents and the works in the portfolio will also be submitted in printed double-sided format.*

The decision of non-recognition of the status of doctoral supervisor or habilitation within IOSUD - UMFVBT may be appealed only once, within 30 days from the communication, by a reasoned request, which shall be submitted to the UMFVBT Registry or by e-mail, at abilitare@umft.ro.
