Persons able to work who do not earn income from salaries or other activities must present proof that they are registered with the Territorial Agency for Workforce Employment for job placement and that they have not unreasonably refused an offered job or refused to participate in a professional training program / certificate attesting the loss of working capacity (including special assistance voucher). Proof issued by A.J.O.F.M - Tulcea / certificate attesting the loss of working capacity (the medical decision issued by the expert doctor of social insurance from the county pension house and other social insurance rights, for disability pensioners; the certificate issued by the medical examination commission for persons with disabilities, for persons with disabilities; the medical certificate of work capacity determination, issued by the expert doctor of social insurance from the county pension house and other social insurance rights, for people with disabling chronic conditions who are not insured in the public pension system; a medical certificate issued by the family doctor or, as the case may be, by the specialist doctor, for people with conditions that cause temporary incapacity for work).*
