The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which persons are entitled if, in the last 24 months prior to the child's birth, they have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions - income subject to tax, or have been in one or more of the situations referred to as assimilated periods. Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

The application is submitted, after the end of maternity leave (mandatory is 42 days from birth), within 60 working days. In the case of Authorized Natural Person (Persoană Fizică Autorizată):
- Certificate from the Health Insurance House (C.A.S) indicating the period during which the maternity allowance was paid (pregnancy + confinement) or a statutory declaration stating that the maternity allowance was not received
- Certificates from the Arad Public Finance Administration showing the income earned in the last 2 fiscal years prior to the child's birth or, as the case may be, proof of income calculated for the advance payment of tax;
- Tax assessment decisions from the Public Finance Administration for the last 2 fiscal years prior to the birth of the child, showing the start date of activity
- The Single Declaration for the last 2 fiscal years prior to the date of the child's birth
- Decision to suspend or terminate activity, declaration 070 from the Arad Public Finance Administration
For students, college graduates, pupils, etc.:
- CERTIFICATE ISSUED BY THE EDUCATIONAL INSTITUTION ATTESTING THAT DAY COURSES WERE ATTENDED WITHOUT INTERRUPTION UNTIL THE DATE OF APPLICATION IN THE YEAR PRIOR TO THE CHILD'S BIRTH OR GRADUATION DIPLOMA ACCOMPANIED BY THE ACADEMIC TRANSCRIPT OR CERTIFICATE ISSUED BY THE INSTITUTION OF HIGHER EDUCATION IF THE FACULTY WAS GRADUATED IN THE YEAR PRIOR TO THE CHILD'S BIRTH IF IN AN ASSIMILATED PERIOD
- STATUTORY DECLARATION THAT NO TAXABLE INCOME IS GENERATED
If the father is applying for the child raising and care allowance, a certificate from the mother's employer is also required specifying the period during which the maternity allowance was paid, that is prenatal and postnatal leave, or a statutory declaration stating that the maternity allowance was not received.*
