Details
The allowance for raising children up to 2 years of age, or 3 years in the case of a child with a disability, is a form of support to which individuals are entitled if, in the last 24 months prior to the child's birth, they have earned income from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions - income subject to tax, or have been in one or more of the situations known as assimilated periods. Either biological parent of the child, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

The application is submitted, after the end of the maternity leave (mandatory being 42 days from birth), within 60 working days. In the case of the Authorized Natural Person (PFA): - Certificate from the Health Insurance House (C.A.S) with the period in which the maternity allowance was paid (pregnancy + maternity leave) or a declaration on own responsibility stating that you did not benefit from the maternity allowance - Certificates from the Public Finance Administration Arad showing the income realized in the last 2 fiscal years prior to the child's birth or, as the case may be, proof of income calculated for the purpose of advance payment of tax; - Tax decisions from the Public Finance Administration for the last 2 fiscal years prior to the child's birth showing the start date of the activity, - The Unique Declaration, for the last 2 fiscal years prior to the child's birth. - The decision to suspend or cease activity, declaration 070, from the Public Finance Administration Arad; For students, university graduates, school pupils, etc.: - CERTIFICATE ISSUED BY THE EDUCATIONAL INSTITUTION ATTESTING ATTENDANCE OF DAY COURSES WITHOUT INTERRUPTION, UP TO THE DATE OF APPLICATION IN THE YEAR PRIOR TO THE DATE OF THE CHILD'S BIRTH OR GRADUATION DIPLOMA ACCOMPANIED BY THE TRANSCRIPT OR CERTIFICATE ISSUED BY THE HIGHER EDUCATION INSTITUTION IF THE FACULTY WAS COMPLETED IN THE YEAR PRIOR TO THE DATE OF THE CHILD'S BIRTH IF IN ONE OF THE ASSIMILATED PERIODS - SELF-DECLARATION THAT NO TAXABLE INCOME IS GENERATED If the father requests the child raising and care allowance, a certificate from the mother's employer is also required specifying the period during which the maternity allowance was paid, i.e. prenatal and postnatal leave, or a self-declaration stating that the maternity allowance was not received.*
