The procedure for obtaining the urban planning certificate is intended for individuals or legal entities interested in receiving from the competent public administration authority information regarding a property, land and/or constructions, for the purposes defined in art. 6 of the law.
For the issuance of the urban planning certificate, the applicant will create an account on the start.ps4.ro platform, where the application for the issuance of the urban planning certificate will be submitted online. The application will include the identification data of the applicant, the purpose and the identification data of the property (address, cadastral number, area) for which the urban planning certificate is requested.

The fee for issuing the urban planning certificate depends on the area recorded in the land book excerpt:
- up to 150 m2, included – 7 lei;
- between 151 – 250 m2, included – 8 lei;
- between 251 – 500 m2, included – 10 lei;
- between 501 – 750 m2, included – 14 lei;
- between 751 – 1000 m2, included – 18 lei;
- over 1,000 m2 – 21+0.01 lei/m2 for each m2 exceeding 1,000m2.
- between 151 – 250 m2, included – 8 lei;
- between 251 – 500 m2, included – 10 lei;
- between 501 – 750 m2, included – 14 lei;
- between 751 – 1000 m2, included – 18 lei;
- over 1,000 m2 – 21+0.01 lei/m2 for each m2 exceeding 1,000m2.
The fee can be paid by bank transfer in the account RO70TREZ70421160203XXXXX TREZORERIA SECTORULUI 4, SECTORUL 4 AL MUNICIPIULUI BUCUREȘTI, CUI 4316422, at SelfPay machines and online when submitting the application on the platform start.ps4.ro.
