The monthly allowance for child raising is granted in accordance with the provisions of GEO no. 111/2010 regarding the leave and monthly allowance for raising children, with subsequent amendments and completions, and the METHODOLOGICAL NORMS for the application of the provisions of G.E.O. 111/2010.

BENEFICIARIES:

• Either of the child's biological parents;
• The person who has adopted the child;
• The person to whom the child has been entrusted for adoption;
• The person who has the child in placement or emergency placement;
• The professional maternal assistant, only for his/her biological or adopted children;
• The person who has been appointed as the child's guardian.

The beneficiaries must have obtained income from salaries and assimilated to salaries, income from independent activities, income from agricultural activities, forestry, and fisheries, subject to income tax, or must meet one or more of the conditions listed below, for a period of 12 months in the last 2 years prior to the child's birth or, as appropriate, for the period of 12 months in the last 2 years prior to the date the adoption was approved, the entrustment was made, or placement or guardianship was established:

• are within 60 days of graduating from full-time pre-university/university education organized according to the law, with a bachelor's/final degree/diploma exam, for the purpose of employment/continuing studies/registering as unemployed, according to the law.
• have accompanied their spouse who was sent on permanent mission abroad;
• have received unemployment benefit, established according to the law;
• have received leave and health insurance benefits, according to the law;
• have completed periods assimilated to the contribution period in the public pension system under the conditions provided in art. 38 para. (1) of Law no.19/2000 regarding the public pension system and other social insurance rights, with subsequent amendments and completions;
• have completed contribution periods in the public pension system under the conditions provided by special normative acts regulating collective dismissals;
• have completed in the public pension system, prior to the entry into force of GEO no.44/2006, contribution periods based on a social insurance contract;
• have benefited from the monthly allowance for raising the child up to the age of 2 years, or up to the age of 3 years in the case of a child with a disability; have received disability pensions;
• have taken unpaid leave to attend training and professional development courses at the employer's initiative or with the employer's consent, organized according to the law;
• have worked with an individual employment contract abroad, based on bilateral governmental agreements concluded by Romania with other states, for a period within the 12 months prior to the child's birth;
• are in a period of temporary suspension of activity, at the employer's initiative, without termination of the employment relationship, for economic, technological, structural, or similar reasons, according to the law;
