The heating aid for the home and the energy supplement are granted based on the application and the applicant's own responsibility statement regarding the family's composition and income, accompanied by supporting documents.

The application is submitted by the holder of the home heating aid and energy supplement, who may be

• the owner of the dwelling
• the person who has transferred ownership of the home based on a contract with maintenance clause;
• the holder of the rental contract;
• another adult family member legally authorized by the owner/holder of the rental contract;
• legal representative for single persons under 18 years old.

In the situation where vulnerable consumers meet the eligibility conditions during the cold season, the establishment of the right to home heating aid is made, by order of the mayor, as follows:

• starting with the month of submission of the application, for those who submitted the documents by the 20th of that month;
• starting with the following month, for those who submitted the documents after the date provided in letter a
• When determining the net monthly income of the family or, as the case may be, of the single person, all the income that the family members earned in the month prior to the one in which the right to heating aid is requested is taken into account, including those coming from state social insurance rights, unemployment insurance, allowances, permanent benefits and aids, regardless of the budget from which they are supported, legal maintenance obligations and other legal claims.
