The necessary permit for the transfer of agricultural land located outside the city limits can be requested by any person who owns agricultural land outside the city limits, for the purpose of selling.
For the application of the provisions of the present procedure, the town halls have the following duties (according to Order No. 719/740/M.57/2333 dated May 12, 2014 regarding the approval of the methodological norms for the application of Title I of Law No. 17/2014 regarding certain measures for regulating the sale-purchase of agricultural land located outside the city limits and the amendment of Law No. 268/2001 regarding the privatization of commercial companies that manage public and private state-owned land intended for agricultural use and the establishment of the Agency of State Domains).

If no preemptor expresses their intention to buy, the town hall posts the official record confirming the completion of the procedural stage regarding the exercise of the preemption right, with the mention that applications can be submitted by potential buyers in compliance with the provisions stipulated in art. 4^1 of the law.

(2) Potential buyers can submit to the town hall a file containing supporting documents proving the fulfillment of the conditions stipulated in art. 4^1 para. (1) and (2) of the law, within the term stipulated in art. 4^1 para. (3) of the law, in compliance with cumulative conditions.
