The procedure represents the steps to be followed for the approval of registration and record keeping of vehicles for which there is no obligation of registration, vehicles whose owners have domicile, residence or headquarters in the commune of Paleu, Bihor county.

Only agricultural or forestry tractors, trailers intended to be towed by them, trolleybuses, mopeds and light quadricycles as provided in Regulation (EU) No. 168/2013 of the European Parliament and of the Council of 15 January 2013 concerning the approval and market surveillance for two- or three-wheeled vehicles and for quadricycles, approved according to the law, for which the Autonomous Authority "Romanian Auto Registry" has issued the vehicle identity card, self-propelled machines for which the Autonomous Authority "Romanian Auto Registry" has issued the technical certificate, as well as trams and animal-drawn vehicles are registered at the commune town hall:

a) trolleybuses approved, according to the law, by the Autonomous Authority "Romanian Auto Registry";

b) mopeds (category L1e and L2e) and light quadricycles (category L6);

c) agricultural or forestry tractors (category T and C);

d) trailers and semi-trailers intended to be towed by agricultural or forestry tractors (category R);

e) interchangeable agricultural or forestry drawn implements (category S);

f) vehicles intended for providing services or works, called self-propelled machines;

g) vehicles moving on rails, called trams;

h) animal-drawn vehicles.

Registration of vehicles for which registration is mandatory is based on the submission of the following documents:

a) the applicant's request, according to the presented model

b) the identity document of the applicant as a natural person, or the document certifying the legal personality for legal entities, in original and copy;

c) the document certifying the right of ownership over the vehicle or, as the case may be, a right of use over it, in Romanian (invoice, sales contract, leasing or rental contract, etc.);

d) vehicle identity card - for registration of mopeds, trolleybuses, agricultural or forestry tractors, agricultural or forestry trailers;

e) technical certificate - for registration of self-propelled machines, issued by the Autonomous Authority "Romanian Auto Registry";

f) proof of performing the periodic technical inspection within its validity period - except for self-propelled machines with a maximum designed speed not exceeding 25 km/h, trams, animal-drawn vehicles;

g) proof of mandatory RCA insurance - exception for animal-drawn vehicles;

h) proof of vehicle parking in an adequate space, owned under the conditions of the law (as applicable)

i) proof of payment for the registration certificate (receipt, payment order);

j) proof of payment for the registration number plate or plates;

k) proof that the vehicle has been deregistered from circulation, in the case of a previous registration;

m) special authentic power of attorney, if applicable.
