Details
It is granted to families or individuals who are in situations of necessity caused by natural disasters, fires, accidents, epidemics, epizootics, as well as for other special situations established by decision of the local council.
It is granted within the limits of the amounts approved in the local budget and mainly considers maintaining the home and ensuring living conditions, ensuring daily living needs, access to medical services and/or recovery of health or work capacity, combating causes that may lead to school dropout, as well as other causes that may increase the risk of social exclusion.
They are established taking into account the following criteria, as appropriate:
a) the degree of destruction of the home and the assets owned by the family or single person;
b) the type of dwelling;
c) compulsory home insurance according to the provisions of Law no. 260/2008 regarding compulsory home insurance against earthquakes, landslides and floods, republished, and the amount of compensation;
d) diseases and medical conditions of the person or family member(s) who requested emergency aid and their severity;
e) the period of medical treatment and medical recovery of the person or family member(s) who requested emergency aid;
f) the level of reimbursement for medical services, medicines, orthoses, prostheses, medical devices by social health insurance houses or by third parties for the person or family member(s) who requested emergency aid;
g) insured status in the social health insurance system;
h) insured status in the public pension system and other social insurance rights;
i) the type of family and the number of family members;
j) the net monthly income per family member or for the single person;
k) the level of indebtedness of the person or family that may determine situations at risk of social exclusion;
l) the possibility to cover from own income, without affecting minimal living needs defined by the Social Assistance Law no. 292/2011, as subsequently amended and supplemented, the additional expenses generated by the situation of necessity or special circumstance;
m) complementarity of certain support forms from public or private sources.
Supporting documents:
- identity and civil status documents;
- documents issued by competent authorities to ascertain situations of necessity or special circumstances;
- insurance policy against natural disasters and/or the report of damages assessment, as well as the determination of compensation amount in case of insured risk occurrence, according to the provisions of Law no. 260/2008 regarding compulsory home insurance against earthquakes, landslides and floods, republished;
- certificate and/or medical letter issued by the family doctor or specialist doctor, as well as other justificative medical documents issued by competent authorities in the field attesting the hardship invoked in the application;
- proof issued by competent authorities regarding the total cost of equipment, medical devices, prostheses, orthoses or other sanitary materials;
- other documents at the request of persons designated for handling the case.
