For the evaluation, psycho-educational assistance, school guidance, and professional guidance of children, pupils, and young people with special educational needs (SEN), the school and professional evaluation and guidance service (SEOSP) was established within the county centers for educational resources and assistance.
School and professional guidance is carried out by the School and Professional Guidance Commission (COSP), by issuing a certificate of expertise and school and professional guidance whereby the child will receive education according to specific needs.
School and professional guidance by COSP targets, on the one hand, the enrollment of the child with disabilities and SEN or only with SEN in special and integrated special education, and on the other hand, home or hospital schooling for children without SEN, unable to travel, for medical reasons. Children unable to travel for medical reasons may or may not have SEN and may or may not have disabilities;
For the evaluation of children with disabilities, the Child Protection Commission (CPC) was established, as well as the Child Complex Evaluation Service (SEC) within the General Directorate of Social Assistance and Child Protection (DGASPC).
Evaluation is carried out in several segments, namely medical, psychological, educational, and social.
Social evaluation involves investigating the development environment of the child/student/young person. It is performed by the public social assistance services within the city halls of the child's place of residence and is formalized through the drafting of the social inquiry.
DAS Oradea, through the responsible persons within the Child Protection Service, carries out the social evaluation for school/professional orientation of the child/student/young person with special educational needs (SEN), as well as for the classification of children with disabilities in degree of handicap.
