Natural and legal persons who wish to acquire firearms and ammunition intended for civilian use from outside the European Union and to introduce them into the territory of Romania must, before carrying out the operation, obtain the import authorization, issued by the competent police authority.
The import authorization is issued by the territorially competent Weapons, Explosives and Dangerous Substances structure, after verifying the fulfillment of the conditions provided by law and the documents submitted by the applicant. The Weapons, Explosives and Dangerous Substances Directorate (DAESP) within the General Inspectorate of the Romanian Police issues the import authorization in the case of authorized arms dealers and intermediaries.
Required documents
- application for carrying out the operation;
- the procurement authorization or, as applicable, the procurement authorizations;
- the import authorization form, completed in two copies;
- the document, accompanied by an authorized translation into Romanian, showing that the sender is authorized by the competent authorities of the third country to carry out the operation;
- the proforma invoice or an equivalent document showing the intention to procure;
- the document showing that the firearms subject to import are properly marked and certified by the manufacturer or an international body that they meet the safety conditions for use.
To simplify the process of submitting documents and reduce the time spent at the counter, the application and related documents can be sent electronically, exclusively through the eARM online platform.
