Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and necessary nurse assistant in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife, and nurse, in the other Member States of the EU.

The activities of attestation of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States consist of the preparation and issuance of documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, countries belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Depending on the case, the attestation documents are certificates or recommendations.

The online applications for the issuance of the documents necessary for the professional recognition of the above-mentioned Romanian titles, accompanied by the relevant documents, are submitted via PCUe to the county/Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. In case the applicant has NOT acquired the status of OAMGMAMR member, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not meet the completion deadline, at its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Government Emergency Ordinance no. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - The employment record book – copy certified as "true to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT together with the additional documents – copies certified as "true to the original" by the employer – must be uploaded electronically. If the applicant cannot provide proof of professional experience, a scanned declaration on their own responsibility must be attached, stating this. The declaration must include the full name, identification data, address, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and I do not possess proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration must be attached, stating the full name, identification data, address, profession, and the statement "I, the undersigned..., declare that I graduated from the school/faculty ... in the year ...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Certificate of seniority (attached model) or REVISAL extract signed, registered, and stamped by the issuing unit. The REVISAL extract must contain the position, employment norm, start and end dates of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned declaration must be attached, stating the full name, identification data, address, profession, and the statement “I declare that I graduated from the school/faculty … in the year …”.*
