Online issuance of certificates/recommendations for the recognition of Romanian qualification titles for general nurse, midwife, and nurse required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses in Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities of certifying the Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the States belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles, according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As the case may be, the certification documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the recognition for professional purposes of the above-mentioned Romanian titles, accompanied by the relevant documents, are sent through ROePAS to the county branch/Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT acquired the status of OAMGMAMR member, the application is submitted online through ROePAS to the OAMGMAMR branch within whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified through the ROePAS system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not respect the deadline for completion, upon its expiration, the file will be automatically closed by the ROePAS system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through ROePAS by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Emergency Ordinance No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses in Romania.*

Holders who have completed high school studies abroad must attach, as applicable: the Certificate of Equivalence of the Baccalaureate Diploma or proof of acceptance for post-secondary sanitary studies in Romania, issued by the Ministry of National Education, as well as proof of recognition of the 12 grades completed abroad, issued by the County School Inspectorates/The School Inspectorate of Bucharest Municipality.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 Employment book - copy certified "according to the original" by the employer. In the case of employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by the additional documents - copies certified "according to the original" by the employer will be uploaded electronically. If the applicant cannot prove professional experience, they shall attach a scanned affidavit stating this. The affidavit shall include the name and surname, identification data, address, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and do not have evidence of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned affidavit will be attached mentioning the name and surname, identification data, address, profession and the statement "I, the undersigned......, declare that I have graduated from the school/faculty....in the year......"*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 Certificate of seniority (attached model) or extract from REVISAL signed, registered, and stamped by the issuing unit The REVISAL extract must include the position, employment norm, start and end dates of the worked period FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned statement must be attached, mentioning the name and surname, identification details, domicile, profession, and the statement "I declare that I graduated from the school/faculty.....in the year......"*
