Online issuance of certificates/recommendations for the recognition of Romanian qualification titles for general nurse, midwife and nurse required in other EU member states*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented. As appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via PCUe to the county/ Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial jurisdiction they reside.

If the applicant does not attach all the requested documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the completion deadline, upon expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the OAMGMAMR National specialized structure, and, within 90 days from the registration of the complete electronic file, will be transmitted online to applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment book - copy certified as "true to the original" by the employer. In the case of private sector employers, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by the additional documents - copies certified as "true to the original" by the employer will be uploaded electronically. In case the applicant cannot provide proof of professional experience, a scanned statement on own responsibility will be attached, in which this will be mentioned. The statement will contain the name and surname, identification details, domicile, profession, and the mention "I declare on my own responsibility that I have not practiced the profession and do not possess evidence of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned statement will be attached, in which the name and surname, identification details, domicile, profession, and the mention "The undersigned..., I declare that I graduated from the school/faculty ... in the year..." will be mentioned.*
