Online issuance of certificates/recommendations for the recognition of Romanian qualification titles for general nurse, midwife, and nurse required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities of certifying the Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU member states, states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Depending on the case, the certification documents are certificates or recommendations.

Online requests for the issuance of the documents required for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT gained the status of OAMGMAMR member, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified via the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the required documents. If the applicant does not comply with the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the general nurse profession, the midwife profession, and the nurse profession, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE 2007 - The work record book - copy certified "true to the original" by the employer. For private sector employers, the INDIVIDUAL EMPLOYMENT CONTRACT must be uploaded electronically, accompanied by the additional documents - copies certified "true to the original" by the employer. In case the applicant cannot prove professional experience, a scanned affidavit must be attached, stating this. The affidavit must contain the name and surname, identification data, domicile, profession, and the statement: "I declare on my own responsibility that I have not practiced the profession and do not possess evidence regarding professional experience". FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned statement must be attached, which should mention the name and surname, identification data, domicile, profession, and the statement: "The undersigned..., declare that I graduated from the school/faculty ... in the year ...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Seniority certificate (attached model) or extract from REVISAL signed, registered, and stamped by the issuing unit. The REVISAL extract must contain the position, employment norm, start and end date of the work period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration must be attached, stating the full name, identification data, domicile, profession, and the mention "I declare that I graduated from the school/faculty ... in the year ...".*
