PROCEDURE DESCRIPTION FOR ROePAS

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the necessary documents (certificates, etc.) for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and Council of 7 September 2005 on the recognition of professional qualifications, with subsequent modifications and completions. As applicable, the certification documents are certificates or recommendations.

The online requests for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent through ROePAS to the county branch/ Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT obtained the status of OAMGMAMR member, the application is submitted online through ROePAS to the OAMGMAMR branch in whose territorial jurisdiction they reside.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the ROePAS system. Within 15 days from notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not meet the deadline, upon its expiration, the file will be automatically closed by the ROePAS system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants through ROePAS by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by Emergency Ordinance No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified as "true to the original" by the employer. For employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by the additional documents - copies certified as "true to the original" by the employer - will be uploaded electronically. If the applicant cannot prove professional experience, a scanned self-declaration must be attached stating this. The declaration must include the full name, identification details, address, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and do not have proof of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration will be attached, mentioning the full name, identification details, address, profession, and the statement "I, the undersigned..., declare that I graduated from the school / college ... in the year...".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work seniority certificate (attached model) or extract from REVISAL signed, registered, and stamped by the issuing institution. The REVISAL extract must contain the position, employment norm, start and end date of the worked period… FOR GRADUATES WHO COMPLETED STUDIES AFTER 2010 - a scanned statement must be attached, mentioning the name and surname, identification data, domicile, profession, and the statement “I declare that I graduated from the school/faculty … in the year …”.*
