Online issuing of certificates/recommendations for recognition of Romanian qualification titles for general nurse, midwife, and nurse required in the other EU Member States*

In accordance with Law 278/2015, the Order of Generalist Nurses, Midwives and Nurses from Romania, as the competent authority, drafts and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian professional titles of generalist nurse, midwife, and nurse in the other EU Member States.

The activities of attesting the Romanian professional titles of generalist nurse, midwife, and nurse in the other EU Member States consist of drafting and issuing documents, hereinafter referred to as attestation documents, used by the authorities of other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and Council of 7 September 2005 regarding the recognition of professional qualifications, with subsequent amendments and completions.Depending on the case, the attestation documents are certificates or recommendations.

Online requests for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via PCUe to the county/Bucharest Municipality branch of OAMGMAMR in which the applicant is a member. In case the applicant has NOT obtained the status of OAMGMAMR member, the request is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all requested documents. If the applicant does not respect the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drafted at the level of the national OAMGMAMR specialized structure, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR with which they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

As applicable: diploma/certificate of graduation for 12 grades - certificate of equivalence for the baccalaureate diploma - proof of acceptance for studies - proof of recognition of the 12 grades completed abroad. Holders who have completed high school studies abroad must attach, as applicable: *The certificate of equivalence for the Baccalaureate Diploma or proof of acceptance for sanitary post-secondary studies in Romania, issued by the Ministry of National Education, or proof of recognition of the 12 grades completed abroad, issued by the County School Inspectorates / the School Inspectorate of Bucharest Municipality.*

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE 2007 - The work book - a copy certified "true to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified "true to the original" by the employer will be uploaded electronically. If the applicant cannot provide proof of professional experience, they will attach a scanned statement on their own responsibility mentioning this fact. The statement will include the name and surname, identification data, domicile, profession, and the mention "I declare on my own responsibility that I have not practiced the profession and do not possess evidence regarding professional experience." FOR GRADUATES WHO HAVE ENROLLED IN STUDIES STARTING WITH 2007 - A scanned statement will be attached in which the name and surname, identification data, domicile, profession, and the mention "I, the undersigned..., declare that I have graduated from the school/faculty ... in the year..." will be mentioned.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Seniority certificate (attached template) or an excerpt from REVISAL signed, registered, and stamped by the issuing institution. The REVISAL excerpt must include the position, employment norm, start and end dates of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned declaration must be attached, indicating the name and surname, identification details, domicile, profession, and the statement “I declare that I graduated from the school/ university … in the year …”.*
