Online issuance of certificates/recommendations for the recognition of Romanian qualifications as general nurse, midwife, and nurse required in the other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of other EU Member States, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and additions. As applicable, the certification documents are certificates or recommendations.

Online requests for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, are submitted via ROePAS to the county branch/the Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT obtained the status of OAMGMAMR member, the request is submitted online via ROePAS to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified via the ROePAS system. Within 15 days from the notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not comply with the completion deadline, at its expiration, the file will be automatically closed by the ROePAS system.

The recognition documents (certificates/recommendations) will be prepared at the level of the OAMGMAMR National specialized structure, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via ROePAS by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants in Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified "according to the original" by the employer will be electronically uploaded. If the applicant cannot prove professional experience, they will attach a scanned self-declaration in which they will mention this. The declaration will include the name and surname, identification details, domicile, profession and the statement "I declare on my own responsibility that I have not practiced the profession and do not have evidence of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned declaration must be attached, in which the name and surname, identification details, domicile, profession and the statement "I, the undersigned..., declare that I graduated from the school/faculty ... in the year..." will be mentioned.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Seniority certificate (attached model) or extract from REVISAL signed, registered, and stamped by the issuing unit. The REVISAL extract must contain the position, employment terms, start and end dates of the employment period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned declaration will be attached, in which the name and surname, identification data, address, profession, and the statement "I declare that I graduated from the school/faculty … in the year …" will be mentioned.*
