In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife and nurse in the other EU Member States.

The activities for certifying the Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the countries of the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented.Where appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents required for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county/Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or if it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where the electronic file was submitted.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Government Emergency Ordinance No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Employment record book – copy certified “true to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT must be uploaded electronically, accompanied by the additional documents – copies certified “true to the original” by the employer. In the event that the applicant cannot provide proof of professional experience, a scanned declaration on their own responsibility must be attached, stating this. The declaration will include the name and surname, identification data, address, profession, and the statement “I declare on my own responsibility that I have not practiced the profession and do not possess proof of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 – a scanned declaration must be attached, stating the name and surname, identification data, address, profession, and the statement “I, the undersigned…, declare that I graduated from the school/faculty … in the year …”.*

The REVISAL excerpt must include the position, employment standard, start date, and end date of the worked period. FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration will be attached, stating the name and surname, identification data, address, profession, and the statement "I declare that I have graduated from the school/faculty ... in the year ...".*
