Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and medical assistant required in other EU Member States*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses from Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities of attesting the Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, the countries belonging to the European Economic Area, and the Swiss Confederation, for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.As the case may be, the attestation documents are certificates or recommendations.

The online applications for issuing the documents necessary for the professional recognition of the mentioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county branch/of the Municipality of Bucharest of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch with territorial jurisdiction over the applicant's domicile.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant has the obligation to complete the file with all the requested documents. If the applicant does not respect the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the specialized structure level of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and medical assistant are regulated professions in Romania by GEO No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of medical assistant, as well as the organization and functioning of the Order of General Nurses, Midwives, and Medical Assistants in Romania.*

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified "in accordance with the original" by the employer. For employers in the private sector, the INDIVIDUAL LABOR CONTRACT together with the addenda - copies certified "in accordance with the original" by the employer will be uploaded electronically. If the applicant cannot provide proof of professional experience, he/she will attach a scanned statement on his/her own responsibility in which this will be mentioned. The statement will include name and surname, identification data, domicile, profession, and the note "I declare on my own responsibility that I have not practiced the profession and I do not have evidence regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM THE YEAR 2007 - a scanned statement will be attached, in which the name and surname, identification data, domicile, profession, and the note "I, the undersigned..., declare that I graduated from the school/faculty ... in the year..." will be mentioned.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Certificate of work seniority (attached model) or extract from REVISAL signed, registered and stamped by the issuing unit. The REVISAL extract must include the position, employment terms, start and end date of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - you must attach a scanned statement mentioning the name and surname, identification details, domicile, profession and the note "I declare that I have graduated from the school/faculty ... in the year ...".*
