Details

May present themselves for the examination for granting the status of judicial technical expert a person who fulfills the following conditions:

a) is a Romanian citizen, a citizen of a member state of the European Union, belonging to the European Economic Area or a citizen of the Swiss Confederation;

b) knows the Romanian language;

c) has full legal capacity;

d) has graduated from higher education in the field for which they are applying for the judicial technical expert exam, proven by a diploma;

e) has at least 3 years of experience in the field in which they obtained the diploma;

f) is medically fit to carry out expert activity;

g) has no criminal record and enjoys a good professional and social reputation.

The announcement regarding the organization of the exam, the examination syllabus, and the exam date is published on the website of the Ministry of Justice (https://www.just.ro/despre-noi/cariera/) at least 60 days prior to the examination date. Also, the announcement and syllabus are displayed at the headquarters of the local offices for judicial, technical, and accounting expertise within the tribunals, in a visible and accessible place to the public, and a record is drawn up for this, which is immediately sent to the Ministry of Justice and published on the websites of the courts of appeal.

The announcement regarding the organization of the exam includes information regarding the specialization(s) for which the exam is organized, the exam calendar, the location where the exam will take place, the period and methods of registration, the contents of the registration file, and the amount and methods of payment for the registration fee.

The registration fee for the exam, whose amount will be established by order of the Minister of Justice, shall be paid at the cashier of the Ministry of Justice or into the bank account of the Ministry of Justice, IBAN RO86 TREZ 7002 0E33 0500 XXXX, opened at the Operational Treasury of the Municipality of Bucharest; Beneficiary: Ministry of Justice; tax code: 4265841.

This procedure will be operational throughout the entire registration period for the exam, which will be approved by the Minister of Justice.​

The application for registration will be drafted in Romanian and will include information regarding the applicant: full name, personal identification number, citizenship, domicile address in the EU or EEA member state and, if available, residence address, telephone, fax, email. The application will mention the exam session and the specialization for which the candidate is applying. Registration for the exam is done at least 30 days before the date of the exam, after the announcement is published on the website of the Ministry of Justice (https://www.just.ro/despre-noi/cariera/). Romanian citizens are not required to submit the certificate of Romanian language proficiency. The candidate shall submit the criminal record certificate, either in original or in copy, within the validity period, or the express consent of the candidate given by a written declaration for the Ministry of Justice to obtain an excerpt of the criminal record certificate, according to the law. If the criminal record certificate is issued in a language other than Romanian, a copy of the Romanian translation of the respective document, made by an authorized translator of the Ministry of Justice, shall also be submitted.*
Recommendation regarding good professional and social reputation*

The candidate shall submit a recent recommendation regarding good professional and social reputation, obtained from the workplace, professional associations in the field or, as applicable, from other organizations and institutions with whom they have collaborated. Procedure for contestation: The Regulation regarding the conduct of the exam and interview for granting the status of judicial technical expert and the professional testing of specialists who carry out judicial technical expertise, approved by Order of the Minister of Justice no. 2059/C/2025, does not provide for the possibility of contesting the results of verifying the fulfillment of the conditions for registration for the exam.​

Art. 11 para. (9) of the Regulation regarding the conduct of the exam and interview for granting the status of judicial technical expert and the professional testing of specialists who carry out judicial technical expertise, approved by Order of the Minister of Justice no. 2059/C/2025, provides the following: “Within one working day from the date of publication of the list with the exam results, dissatisfied candidates may file a contestation, under penalty of forfeiture, which is submitted at the headquarters of the Ministry of Justice, during the working hours of the “Registry” department, or electronically, at the e-mail address indicated by the Ministry of Justice. The term starts to run from 00:00 on the next working day after the publication of the exam results list and ends at 24:00 on that day.”
