Procedure regarding the online issuance, through the Single Electronic Contact Point (PCUe), of certificates attesting Romanian qualification titles of general nurse, midwife, and nurse for professional recognition*

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants in Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and medical assistant, in the other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and medical assistant, in the other EU Member States consist in drawing up and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU member states, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. As appropriate, the certification documents are certificates or recommendations.

Online applications for issuing the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via PCUe to the county/Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT acquired the status of OAMGMAMR member, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not meet the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania through Emergency Ordinance No. 144 of October 28, 2008 regarding the practice of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO HAVE COMPLETED THEIR STUDIES BEFORE 2007 - The employment record book - a copy certified as "true to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT shall be uploaded electronically, together with any additional documents - copies certified as "true to the original" by the employer. If the applicant cannot provide proof of professional experience, they shall attach a scanned statement on their own responsibility in which they will mention this. The statement shall include the name and surname, identification data, domicile, profession and the statement "I declare on my own responsibility that I have not practiced the profession and do not have any proof regarding professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned statement shall be attached, in which the name and surname, identification data, domicile, profession and the statement "The undersigned..., declare that I graduated from the school/faculty ... in the year ...." will be mentioned.*

The REVISAL excerpt must include the position, employment norm, start and end date of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned declaration will be attached, in which the name and surname, identification details, domicile, profession and the statement “I declare that I graduated from the school/faculty … in the year …” will be mentioned.*
