Online issuance of certificates/recommendations for the recognition of Romanian qualification titles of general nurse, midwife, and nurse required in other EU Member States*

In accordance with Law 278/2015, the Order of Nurses, Midwives and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States.

The activities of attesting the Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist in preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented. Where applicable, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the mentioned Romanian titles, accompanied by the corresponding documents, are submitted through ROePAS to the county/ Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the application is submitted online via ROePAS to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all requested documents or it is found that the file is incomplete, the applicant will be notified through the ROePAS system. Within 15 days from notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the deadline for completion, upon its expiration, the file will be automatically closed by the ROePAS system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, will be sent online to applicants through ROePAS by the county branch of OAMGMAMR where they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Emergency Government Ordinance No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

Holders who have completed their high school studies abroad are required to attach, as applicable: *The Certificate of Equivalence of the Baccalaureate Diploma or proof of acceptance for post-secondary health studies in Romania, issued by the Ministry of National Education, respectively proof of recognition of the 12 grades completed abroad, issued by the County School Inspectorates / the School Inspectorate of Bucharest Municipality*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007: The employment record book – a copy certified “true to the original” by the employer. For employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by its addendums – copies certified “true to the original” by the employer, shall be uploaded electronically. If the applicant cannot provide proof of professional experience, they shall attach a scanned statement on their own responsibility mentioning this. The statement must include name and surname, identification details, domicile, profession, and the mention: “I declare on my own responsibility that I have not practiced the profession in Romania and do not possess proof of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007: a scanned statement will be attached, mentioning name and surname, identification details, domicile, profession and the statement: “I, the undersigned ……., declare that I graduated from the school/faculty ......… in the year .........…”*

MANDATORY FOR GRADUATES WHO COMPLETED STUDIES BEFORE 2007: Seniority certificate (attached template) or extract from REVISAL or REGES, signed, registered, and stamped by the issuing institution. The extract from REVISAL or REGES must contain the position, employment standard, start and end date of the worked period... FOR GRADUATES WHO COMPLETED STUDIES AFTER 2010: a scanned statement must be attached, mentioning the name and surname, identification details, address, profession, and the statement: "I declare that I graduated from the school/ faculty ...… in the year ...…".*
