Individuals who wish to possess collector’s weapons may request the competent police authorities to grant the collector’s certificate if they meet the following conditions: - are at least 18 years old; - have not been convicted, by a final court decision, to life imprisonment or imprisonment for more than one year, to be served, for intentional crimes; - are not accused in criminal cases for acts committed intentionally; - are psychologically and medically fit to possess and use weapons, essential components, and ammunition; - do not pose a danger to public order, national security, life, and bodily integrity of persons; - have graduated from a theoretical and practical training course, organized by a legal person authorized for this activity, under the conditions provided in the methodological norms for the application of this law; - have not had in the last 2 years their right to acquire, possess or, as the case may be, carry and use lethal weapons or non-lethal weapons subject to authorization annulled, except in situations where the annulment was decided as a result of the loss of the capacity provided in art. 13 para. (2) - (5); - have not lost, nor have had stolen from them in the last 5 years, lethal or non-lethal weapons subject to authorization, for reasons attributable to them, acquired under the conditions of this law. as well as one of the following conditions: a) hold the right to possess or to carry and use at least 5 lethal or non-lethal weapons subject to authorization; b) are members of a collectors’ association, legally established in Romania, and have at least 6 months seniority in this association; c) hold the status of heir or donee of a lethal or non-lethal weapon subject to authorization or notification.

- Issuance of the certificate under standard procedure / individuals: 100.00 RON
- Issuance of the certificate under emergency procedure (individuals): 300.00 RON
