In order to carry out the import of explosives from third countries into Romania, the recipient located on the territory of Romania must obtain an import authorization from the General Police Directorate of Bucharest Municipality or the county police inspectorate at the destination location, as applicable. In order to carry out the export of explosives from Romania to third countries, the economic operator responsible for the export must obtain an export authorization from the General Police Directorate of Bucharest Municipality or from the county police inspectorate at the place of dispatch, as applicable. The authorization for the import/export of civil-use explosives is issued only to persons authorized to carry out operations with explosive materials. This authorization is issued for a determined period and can be suspended or withdrawn at any time based on a justified decision.*
