According to EU Regulation 2016/1191 of the European Parliament and of the Council, certificates attesting the absence of a criminal record may be accompanied, at the holder's request, by multilingual standard forms, which are translation aids in any of the official languages of the member states of the European Union. The multilingual standard forms are attached only to criminal record certificates issued to natural persons (Romanian citizens) who are not registered in the criminal record, are used as assistance tools for translation, are exempt from fees and do not have independent legal value. By way of exception, they may also be issued to citizens of another EU member state, if they wish to vote and/or stand as candidates in the elections for the European Parliament or in local elections in their member state of residence, under the conditions provided for by Directive 93/109/EC and, respectively, by Council Directive 94/80/EC.*
