For the purpose of guaranteeing the fundamental right to free movement abroad, Romanian citizens with domicile in Romania or abroad, who meet the conditions provided by law, may request the competent authorities to issue simple electronic passports and simple temporary passports. The application can be submitted at any community public passport service in the country, regardless of the applicant's county of residence. Abroad, the application is submitted at Romania's diplomatic missions and consular offices.

Details of digitalization efforts: The first interaction with the citizen is carried out through the portal hub.mai.gov.ro/epasapoarte, which ensures the reservation of a predetermined date and a predefined time slot depending on the type of passport requested and the number of people who appear together (e.g., family), including the possibility of paying the passport fee via Ghiseul.ro. When making an appointment, time slots are available for a maximum number of 4 people who can successively submit their passport applications. The passport issuance request is generated in the IT system at the moment of submitting all necessary documents at the counter, with the data being entered into the IT system by the public clerk. Although submission of the application and collection of the passport is conditioned by physical presence, all other steps required to be taken by the citizen for the issuance of a simple passport are digitized.
