Monitoring the way of upbringing and care of the child with parents gone abroad*

The procedure describes the activities carried out within DPAS Harsova for monitoring the way of raising and caring for children with parents who have gone to work abroad, as well as for those who have returned to the country after a period of stay abroad with their parents for more than a year:
- annually requests, in the last semester of the year, from the educational units operating in the city of Harsova, data and information regarding children in the following situations:
a) children with both parents gone abroad;
b) children with the single supporting parent gone abroad;
c) children with one parent gone abroad;
d) children who have returned to the country after a period of stay abroad with their parents for more than a year.
- after receiving the data, DPAS Harsova is obliged to go to the address where the children in the aforementioned situations are cared for and verify whether the provisions regarding the protection and promotion of children's rights are being observed.
- informs in writing the person designated for raising and caring for the child and provides counseling in order to obtain the delegation of parental authority by court decision.
- upon the home visit, completes the risk identification form.
- makes a visit every two months, in the first 6 months, to the residence of the persons designated by the court for the delegation of parental authority, in order to inform and counsel them on the responsibility for raising and caring for the child. Afterwards, visits will be carried out semiannually.
- draws up a report regarding the child's development and how they are cared for, which must mandatorily include information regarding school performance, the child's physical condition, the group of friends and entourage of the child/children.
- monitors the maintenance of personal relationships of the children with parents who are working abroad.
- organizes parenting education programs intended for the parent who is in charge of raising and caring for the child after the other parent has left to work abroad.
- organizes quarterly or whenever necessary meetings with the persons who are raising and caring for the children, as well as with the parent who looks after the child after the second parent has left to work abroad.
- facilitates and supports maintaining permanent contact between representatives of the educational unit attended by the child and the person in whose care the child was left by the parents.
- encourages the parent or, as the case may be, the person in whose care the child was left and the teaching staff to establish learning agreements appropriate to their needs, which must explicitly include the goals, expectations, and responsibilities incumbent upon the school and family.
- supports the parent or, as the case may be, the person in whose care the child was left in using counseling methods that facilitate family communication, problem-solving, etc.
- collaborates with other state institutions (school, police, hospital, etc.) in order to identify special situations that arise in child protection activities, the causes of these situations, and to establish measures to improve this activity.
- ensures the relationship with various specialized services.
